Select on Master Data > Products > Order Level Trigger
In here select on NEW from the grid operations. This will allow you to enter in the details from left to right. Select the customer along with the message you would like displayed.
The order Quantity allows you to set the the maximum quantity
Then enter the Start/End date
Select SAVE from the grid operations toolbar from the top
